Eiropas Parlamenta deputāti pieprasīja budžetu, kas būtu lielāks par 1% no ES IKP, un noraidīja Komisijas ideju par vienotiem valsts plāniem ES nākamajā ilgtermiņa budžetā (2028.–2034.).
Budžeta komitejas (BUDG) deputāti ir noraidījuši Eiropas Komisijas ideju nākamajā ES ilgtermiņa budžetā (2028–2034), tā dēvētajā daudzgadu finanšu shēmā (DFS), katrai dalībvalstij paredzēt vienu naudas banku, un tā vietā aicinājuši izveidot lielāku un vērienīgāku budžetu.
Ar 23 balsīm par, deviņiem pret un diviem atturoties, deputāti pieņēma savu redzējumu par vienkāršāku, elastīgāku un uz cilvēkiem vērstu budžetu — tādu, kurā prioritāte ir klimata pāreja, digitālā pāreja un nodarbinātība, vienlaikus reaģējot uz pastāvīgām ģeopolitiskām problēmām.
“Mēs vēlamies, lai cilvēki un reģioni būtu nākamā budžeta centrā. Lai gan Komisijas oficiālais priekšlikums nav gaidāms ātrāk par 2025. gada vasaru, EP deputāti jau ir nobažījušies, ka turpmākie izdevumu griesti nesasniegs pieaugošo krīžu sarakstu, tostarp Krievijas agresijas pret Ukrainu un ASV atkāpšanos no savas globālās lomas.
“Ja mēs sagaidām, ka Eiropa darīs vairāk, lai risinātu pašreizējās problēmas, mums tā ir jāaprīko ar pietiekamiem instrumentiem, un budžets šajā ziņā ir galvenais instruments,” sacīja vadošais EP deputāts Zigfrīds Muresāns (Rumānija/EPP), uzsverot ziņojumā ietverto aicinājumu palielināt nākamo DFS.

Tomēr attiecībā uz nākamo budžetu Komisija jau ir norādījusi, ka būs nepieciešami sarežģīti lēmumi, lai līdzsvarotu tradicionālās prioritātes ar jaunākām un steidzamākām prioritātēm, tostarp drošību un aizsardzību.
“ES ir jāpalielina katra iztērētā eiro ietekme, koncentrējoties uz ES prioritātēm un mērķiem, kur ES darbība ir visvairāk nepieciešama,” teikts Komisijas februāra paziņojumā “Ceļš uz nākamo daudzgadu finanšu shēmu”.
ES izpildvara pašlaik apsver 2028.–2034. gada DFS pārskatīšanu, piedāvājot katrai dalībvalstij nacionālo plānu, kas saistītu investīcijas ar reformām, atspoguļojot pēcpandēmijas atjaunošanas fondu struktūru. Tomēr Parlaments stingri iebilst pret šo pieeju.
“Mēs noraidām Eiropas Komisijas ierosināto modeli “Viens nacionālais plāns katrai dalībvalstij”, kas, mūsuprāt, nevar kalpot par pamatu dalītas pārvaldības izdevumiem pēc 2027. gada,” atkārtoti uzsvēra Muresans.

“Bez jauniem ieņēmumiem ES programmām būs jāsaskaras ar samazinājumiem vai nodokļu maksātājiem būs jānes slogs,” brīdināja Muresans, jo īpaši tāpēc, ka ES joprojām ir jānosaka, kā atmaksāt parādu no pēcpandēmijas fondiem, kas no 2028. gada tiek lēsti aptuveni 30 miljardu eiro apmērā gadā.
Turklāt BUDG komitejas deputāti bija vienisprātis, ka vairāk kopīgu aizņēmumu būtu reāls risinājums liela mēroga ES mēroga krīžu risināšanai.
